Although pitching ideas is a natural part of what agencies do, it is not efficient to ask them to deliver ideas you might not be able to afford. What kind of PR are you looking for? Define SMART goals (specific, measurable, attainable, relevant, and time-bound) and use them when you brief your agency.
2. Reveal your budget.
Even if your budget is small, you should share it with your agency from the get-go. In return, you will receive a tailor-made PR program.
3. Align expectations
Make sure to tell your agency what you think is a success. Not just in terms of PR results but also in terms of day-to-day tasks and communication.
